    ikev2: move struct payload_summary (nee ikev2_payloads_summary) into struct msg_digest
    
    (the payload_summary contains sets of .present and .repeated
    payload types)
    
    Keeps more information about the contents of the message in
    the one place (and, consequently, making it easier to log that information)
