    kvm: merge $(KVM_LOCAL_GATEWAY) and $(KVM_BASE_GATEWAY) into $(KVM_GATEWAY)
    
    Simplify.  Have one global NATed interface and rely on dependencies to
    re-create it if it gets deleted.
