    packets: tone down error when previous/next payload don't match
    
    Instead of PEXPECT logging the problem and aborting the message,
    debug-log the details and stumble on.
    
    This way existing behaviour, for instance when an incorrect or empty
    next payload field is being emitted, is preserved.
