    building: add Makefile to programs/library dependencies; build new archive
    
    When something gets removed from $(OBJS), only the Makefile changes.
    Adding the dependency ensures that a rebuild of the final object is
    triggered.  In the case of an archive, by building new, the removed
    object is deleted from the archive.
