    pluto: minor improvements in cookie and vendor ID handline
    
    - simpler and cheaper cookie hashing code
    
    - don't misbehave when dcookie isn't the first notify payload (but debug-log error)
    
    - if multiple dcookies are seen debug-log this error
    
    - rename ikev2_get_dcookie to ikev2_calc_dcookie to better reflect function
    
    - simplify code for handling vendor IDs
    
    - spelling and formatting fixes
