    pluto: add --impair replay-forward,replay-backward
    
    and rename dup-incomming-packets to replay-duplicates
    
    Replay forward/backward save all incoming packets and then
    after each new packet is delivered, replay all the old ones
    (the list can get long but most are ignored).
    
    Helpful when trying to stress IKEv1 code that sends back-to-back
    packets.
