    lib: move stand-alone log library "liblswlog.a" to lib/liblswlog/
    
    This code is used by standalone programs only; pluto has its
    own local version of the code.
    
    Ignore the circular dependency between libswan.a and liblswlog.a;
    a TODO item for when logging is overhauled.
