    pluto: make prettypolicy() prettier
    
    It would always add +NEVER_NEGOTIATE if it did not see POLICY_ENCRYPT
    or POLICY_AUTH (which happened if you only had the AUTH mask bits)
    which was confusing when we only want to print the actual AUTH policy.

    pluto: refine_host_connection: re-instate the fromcert contract
    
    We must always set it or the caller has it uninitialised.
