    pluto: extend systemd watchdog support, make whacklisten() static
    
    - Use sd_watchdog_enabled() to ask systemd for WatchdogSec= value
      then send probes every half of that value.
    - Add support for STOPPING, RELOADING and READY events
    - Make whacklisten() static
