    testing: another attempt at fixing --x509 --nsspw and --fips
    
    Wasn't setting the password when x509.
    Was setting the wrong password when FIPS.
    Was allowing the wrong password when FIPS.
    
    fips-09-ikev2-gcm - --fips - tweaked to pass
    ikev2-04-basic-x509 - --x509 - passes unmodified
    ikev2-04-basic-x509-nsspw - --x509 -nsspw - added and passes
    
    Other FIPS tests appear to "pass" but their output is out-of-date
    and needs careful review.
