    pluto: log local IKEv2 IKE and ESP/AH proposal sets
    
    That is what is sent across the wire, not was specified in the config line.
    (the two may not agree, and aids debugging a connection).
    
    Since the proposals are cached in the connection, this message typically
    appears only once.
    
    Depending on the context, the connection name may be logged twice.
    Blame the logging system's lack of an explicit context argument.

    pluto: include raw IKEv2 responder's chosen proposal when logging the raw initiator proposals
    
    Was just logging the proposal number which isn't sufficient.
    
    The information is arguably redundant - if all goes well then equivalent
    information will be logged as part of the first state transition.
