    pluto: Do not answer IKE request if we matched authby=never conn
    
    This means if OE has 0.0.0.0/0 in clear because it only wants to
    do OE to say RFC1918 space, that random IKE requests from the internet
    at large will not generate an IKE response.

    testing: updated global ikev2-oe.conf
    
    We now use type=tunnel and auto=add for clear-or-private, meaning
    that we return real tunnels for private, private-or-clear and
    clear-or-private. This means packetdefault is no longer needed and
    removed.
