    pluto: in ikev2parent_inI1outR1() only let passthrough win if longer prefix
    
    For OE, we test if there was a passthrough that would win over an OE
    instantiation. We now check which of the two has the longest prefix
    match and decide based on that. See test case newoe-19-poc-poc-clear

    pluto: Fix fos_ state machine case for USE_ADNS=false
    
    The break statements were within the #ifdef, causing a fallthrough
    to the default case that would hit bad_case()

    This test shows that a wide passthrough does not win from a narrow
    OE connection.
