    building/testing: in "make check" make the removal of OUTPUT directories explicit
    
    Removing OUTPUT directories as part of "make check" was added by
    acea5852e5ba58871a477632f48c2397a09c5503 this replaces the
    recursive make call with an explict command.
    
    This change also removes "make clean" so that a recursive
    clean (presumably of the programs and man pages) doesn't inadvertently
    also remove test results.

    building: delete testing/pluto/*/OUTPUT as part of "distclean"
    
    "distclean" removes everything so include OUTPUT.

    It doesn't actually work.  Having it apparently do something is
    confusing.
