    pluto: support for impair-send-no-delete
    
    This will cause pluto to omit sending Delete/Notify payloads. It can be used
    for testing without needing to use "killall -9 pluto"
    
    This also already removed adns impairs (to make some space < 32) as
    those are about to die anyway
