    building: replace $(TARGET)_SUBDIRS variable with BROKEN_$(TARGET)_SUBDIRS
    
    Where TARGET might be "CHECK".  Since all targets should work,
    list directories that have problems.  programs/ cheates by
    just listing everything but that's ok.
