    pluto: updated ipsec sa established macros
    
    - removed obsoleted IS_ONLY_INBOUND_IPSEC_SA_ESTABLISHED()
    - Added STATE_QUICK_R1 to IS_IPSEC_SA_ESTABLISHED()
    
    Updated the one use case that checked for this in delete_ipsec_sa()

    pluto: removed bool inbound_only from delete_ipsec_sa()
    
    As Herbert Xu pointed out, the saref tracking code changed it so that
    it always installs the inbound SA before the unbound SA, so we never
    have a situation with only an unbound SA.
