    pluto: finish myvendorid= implementation
    
    - The optarg was missing
    - The vid sent/shown was always the compile-time default
    - Man page entry were missing
    - move (formerly static) pluto_vendorid to server.[ch]
    - (make ctlbase static in plutomain.c)
