    pluto: cleanup ike and nat ike port code
    
    - rename pluto_natt_float_port to pluto_nat_port
    - pluto code should set values to pluto_port and pluto_nat_port,
      not IKE_UDP_PORT or NAT_IKE_UDP_PORT in case we have specified
      non-default (NAT) IKE ports.
    
    The starter code (including clear_end()) doesn't seem to support
    conveying the ike / ike nat port. The interface detection code
    also seems to have a hidden assumption on port (4)500
