    - constants should be const.  Fix declarations and fix the fallout.
    
    - annotate non-constants that should be evicted from include/names_constant.h
    
    - oakley_attr_val_descs_size, ipsec_attr_val_descs_size,
      and ikev2_transid_val_descs_size were each really a "roof".
      Renamed each and corrected buggy uses.
