    vendorid: remove out_vendorid(), added VEND_DPD1_NG
    
    out_vendorid() was a badly named function that would modify the previous
    next payload type and call out_vid(). However, the two calls that used
    this were fixed eons ago not to require rewriting that previous next
    type. It might have actually just been confused for out_vid()
    
    VEND_DPD1_NG appears in the Shrew Soft source. We handle it identically to
    VID_MISC_DPD.
