    IKE: introduce ikepad=yes|no (default yes)
    
    IKE messages are normally padded to multiple of 4 bytes. Some devices,
    such as some Checkpoint devices, mistakeny firewall IKE messages that
    have been padded. This option allows libreswan to interop with those
    devices.
