    building: Remove #ifdef DEBUG - always compile into userland
    
    This already did not affect KLIPS (although some KLIPS code did use
    
    Note the NSS PR_ASSERT() function depends on DEBUG being set, so we
    now define DEBUG 1 in libreswan.h.
